If the bottom jobs were somehow cut off, the jobs directly above them would be at the bottom. The locus of the problem would be changed, but the problem itself would remain. Migrants provide a solution to the problem essentially because they come from outside and remain apart from the social structure in which the jobs are located. The exact sense in which this is true, and the way in which it affects their motivation, will be discussed in some detail in the next chapter. This view does not necessarily imply that all the jobs migrants hold are fundamental to basic motivational forces.

This view, as an image of contemporary migrations between industrial societies and less-developed areas, is wrong. Most such migrations in the beginning are temporary.

There is some material about particular sources of instability in specific industries. Seasonal variability in construction, for example, has been of concern to policy makers in North America for some time. 28 Another example is provided by a Hungarian official who reported in private conversation about efforts in that country to mute seasonable variability in rural employment by locating manufacturing plants with seasonal production patterns complementary to agriculture (or with the ability to inventory output) in rural areas, although there does not seem to be a literature about this.
